Before you even start worrying about the HOW of creating a website spend some time thinking about the WHY. There are thousands of tools out there to help you with building the actual site.
What there seems to be not enough of is information about why you should spend all the resources to do it. If you spend a lot of time building a site that's not well research most of that time will have been wasted. Creating a website is labor intensive.

Every good website begins with an obsession. For a website to be profitable it has to be useful. Not just to the creator but to thousands of other people. If the creator is obsessed with her website's topic then it'll be easier for her to spend the necessary upfront hours planning the site, building the site, and networking with others who want information about her topic.
So HOW step 1 is defining and researching your obsessions. What are you really interested in that a lot of other people are also really into? After you've written up a short list you have to do some research. (Find more about that here.)

Deciding on software is a serious task. You can't take other people's advice here. You really need to be aware of your learning style and preferences and choose something that works for the way you learn and work. Every program will have a learning curve but you want it to be minimal.

HOW step 3 for creating a website is doing it!
There's a point at which the only way you can move forward and learn what you need to do is by putting up a site and working on it. Believe me, there are things you don't know that you don't know about creating a website. Working on a site will help you figure out where your knowledge gaps are and enable you to set up a personalized learning plan.
Hundreds of thousands of web pages exist to tell you what to do when creating a website. Many of them could be useful to you – but only if you find the ones that are right for your style, know what you need for them, and know which ones are worth your time. Doing it and keeping notes about your successes, failures, and other learnings is how you figure all that out.
